Managing Building Envelope Assets Across a 400-Site Utility Portfolio
Technical Assurance has supported FirstEnergy since 2010, developing and managing a long-term roof and building envelope asset management program across 400 sites in Maryland, New Jersey, Ohio, Pennsylvania, and West Virginia. The portfolio encompasses more than 15 million square feet of roof assets valued at approximately $425.5 million.
FirstEnergy needed a consistent, data-driven approach to address aging building envelope conditions while minimizing potential impacts to electrical generation and transmission operations. Technical Assurance began by inventorying and assessing roofs across nuclear and fossil power plants, service stations, transmission and substation facilities, and corporate administrative buildings.
Data-Driven Capital Planning
From 2010–2012, Technical Assurance assessed approximately 12 million square feet of roof assets and established objective metrics to prioritize replacement, repair, and maintenance requirements.
Using ON-PNT® Enterprise Building System Management Solution, Technical Assurance established key asset management metrics for individual roof sections, including:
- Condition Index (CI)
- Remaining Service Life (RSL)
- Total Cost of Ownership (TCO)
- Current Replacement Value (CRV)
- Repair and preventive maintenance estimates
These metrics provided the foundation for a 10-year capital renewal strategy designed to prioritize roof replacements while identifying assets that could be repaired and maintained to extend roof system service life and reduce total cost of ownership.
Program Results
Since the program began, Technical Assurance has designed and managed:
- Nearly 3.4 million square feet of roof replacements
- Approximately $118 million in roof renewal value
- $54 million in total cost of ownership savings over the life of the roof portfolio
Technical Assurance continues to support FirstEnergy through this ongoing building envelope asset management program, providing a structured approach to capital planning, project delivery, and long-term roof asset performance.
