Enterprise Building Envelope Asset Management Program

Turning Multi-System Asset Data Into a Portfolio Capital Strategy

Technical Assurance partnered with Novant Health to establish an asset management program across 13 medical centers in North Carolina and Virginia. Assessments completed in 2019 and 2021 evaluated multiple building systems across the healthcare portfolio, creating a consistent foundation for understanding existing conditions and prioritizing future repair and replacement needs.

The program encompassed approximately 2.48 million square feet of roofing, 2.60 million square feet of exterior walls, and 1.84 million square feet of parking garages, along with fall protection systems at all 13 medical centers.

Creating a Consistent View of Portfolio Conditions

Technical Assurance used ON-PNT® Enterprise Building System Management Solution to inventory assets and document system characteristics and observed defects across the portfolio. Collected data included system type, year built, square footage, and defect quantities, providing the information needed to establish objective measures of asset condition and performance.

The resulting data was used to determine metrics including Condition Index, Remaining Service Life, and Total Cost of Ownership, giving Novant Health a consistent framework for comparing needs across facilities and building systems. The project sheet itself illustrates this visually through ON-PNT® condition maps that distinguish individual roof sections and connect them with condition and cost data.

Prioritizing Capital Needs Across the Healthcare Portfolio

Following the assessments, Technical Assurance worked with Novant Health to prioritize repair, replacement, and remediation projects across the health system. Prioritization incorporated System Criticality Index, Mission Dependency Index, Condition Index, and Total Cost of Ownership to help direct capital investment toward the highest-priority needs.

The asset management process then moved from assessment and prioritization into implementation. Prioritized projects advanced into design and construction services, including design and specification development, bid services, project management, and quality observation during construction.
