Turning Facility Data Into Phased Capital Improvements Across Active Manufacturing Sites
Technical Assurance provides ongoing roof asset management, assessment, capital planning, design, and construction-phase support for a Fortune 500 paper, packaging, and pulp manufacturer across multiple U.S. facilities. The relationship encompasses facilities with complex production environments, varying roof systems and structural conditions, and capital needs ranging from targeted maintenance and stabilization to large-scale roof replacement.
Rather than approaching each roof as an isolated project, Technical Assurance uses condition data and operational priorities to help the client determine where repairs can extend service life, where replacement is necessary, and how improvements can be phased across capital cycles. Individual facility programs have included hundreds of thousands of square feet of roof assets and multi-million-dollar capital investments.
Building a Data-Driven Capital Strategy
Technical Assurance begins with detailed roof condition assessments to document existing systems, identify deficiencies, and establish priorities based on condition and operational risk. At one facility, a portfolio-wide evaluation of approximately 179,000 square feet across 12 roof sections incorporated Remaining Service Life, Total Cost of Ownership, repair-versus-replacement analysis, and capital forecasting.
The evaluation identified failed and poor-condition roofs requiring capital investment while also identifying opportunities to repair and maintain viable systems. Modeling demonstrated the potential to increase average remaining service life from approximately seven years to 12–15 years through strategic repair and preventive maintenance, helping the client prioritize spending while improving overall portfolio condition.
At another facility, Technical Assurance assessed more than 267,000 square feet before developing a facility-wide stabilization program and prioritizing approximately 52,000 square feet for replacement. The resulting targeted capital program was valued at approximately $3.9 million.
Moving from Assessment to Capital Renewal
Condition data provides the foundation for phased implementation. Technical Assurance has developed repair programs to address active leakage and stabilize existing assets while simultaneously advancing replacement design for roof sections requiring more significant investment. Services have included destructive testing, structural deck evaluation, drainage analysis, detailed construction documents, specifications, procurement support, and construction-phase quality observation.
Individual capital programs demonstrate the scale and complexity of this work. At one active manufacturing facility, multiple capital cycles encompassed more than 300,000 square feet of roof repairs and replacements with phased improvements exceeding $6 million. The program also expanded beyond roofing to include approximately 160,000 square feet of pavement assessment and long-term site infrastructure planning.
Another facility required a phased replacement of more than 230,000 square feet of roofing across interconnected converting and finished-goods buildings. The $10.7 million program incorporated structural work, drainage modifications, hazardous-material coordination, mechanical and electrical interfaces, and more than 1,300 linear feet of permanent fall protection.
Protecting Operations During Complex Roof Improvements
For manufacturing facilities, roof replacement cannot be planned independently from the operations occurring below. Technical Assurance works with facility stakeholders to coordinate construction sequencing, access, interior protection, equipment interfaces, drainage, and structural work around active production environments.
At one production facility, roof deterioration included wet insulation, corroded metal panels, compromised decking, and moisture intrusion near electrical panels, maintenance areas, and primary production pathways. The resulting 96,500-square-foot replacement program incorporated structural deck replacement, new drainage infrastructure, fall protection improvements, and construction sequencing designed to maintain manufacturing operations while addressing active safety concerns.
Other programs have similarly incorporated constructability reviews, interior protection, phased construction, structural repairs, and coordination with plant operations to allow capital improvements to proceed while minimizing disruption to manufacturing.
Supporting Long-Term Facility Performance
Through this ongoing relationship, Technical Assurance helps the client connect individual roof conditions with broader capital priorities. Assessment findings inform repair and maintenance decisions, replacement projects are prioritized based on condition and risk, and capital improvements are phased to support both facility performance and operational continuity.
The result is a repeatable approach to managing roof assets across complex manufacturing environments—using condition data to make informed investment decisions, extend the useful life of viable assets, address deteriorated systems, and plan capital improvements over time.
