Turning Portfolio-Wide Roof Data Into Long-Term Capital Strategy
In 2023, Deaconess Health System engaged Technical Assurance to inventory and assess roof assets across four hospital campuses: Gateway Hospital, Midtown Hospital, Henderson Hospital, and Cross Pointe. The initial program covered approximately 1.2 million square feet of roof area. The goal was to establish existing conditions, identify deficiencies, and provide actionable data to support future capital planning.
The portfolio included roofing systems of varying types, ages, and conditions. Systems included single-ply, built-up, metal, and asphalt shingle roofs. Roof ages ranged from less than one year to approximately 43 years. Conditions ranged from excellent to failed, with the majority rated fair, poor, or bad. Twenty-one roofs were in very bad to failed condition and required immediate replacement.
Using Asset Data to Establish Capital Priorities
Technical Assurance collected and analyzed assessment data through its ON-PNT® GIS database. This analysis established Condition Index, Estimated Useful Life, and Total Cost of Ownership metrics. It also considered anticipated service life with and without predictive maintenance. As a result, Deaconess could better identify where immediate capital investment was necessary and where proactive maintenance could extend roof service life.
The assessment also identified a substantial opportunity to reduce long-term ownership costs through strategic repair and maintenance. Technical Assurance estimated approximately $2.48 million in potential savings through repair and maintenance. A repair and preventive maintenance program increased the estimated savings opportunity to approximately $5.38 million over the remaining service life of the roof assets.
Moving from Assessment Into Implementation
The portfolio assessment gave Deaconess a roadmap for moving from condition data to prioritized roof repairs and replacements. Rather than serving as a one-time study, the assessment became the foundation for an ongoing asset management relationship.
As of 2025, Technical Assurance continued to support Deaconess on multiple roof replacement and repair projects. Services include design development, bid management, construction administration, and quality observation.
Supporting an Ongoing Healthcare Asset Management Program
By connecting portfolio-wide assessment data with maintenance, capital planning, design, and implementation, Technical Assurance helps Deaconess actively manage its roof assets over time. The ongoing program provides a consistent framework for prioritizing investments, extending useful service life where appropriate, and addressing roofs that require replacement.
