Taking a Failing Roof System from Assessment Through Replacement
Technical Assurance was engaged by LDA Architects as the roofing consultant for the Indian River Juvenile Correctional Facility roof assessment, design, and replacement project. The assignment encompassed approximately 21,552 square feet of roofing and carried Technical Assurance’s involvement through all three phases of the project, from initial condition assessment through design and construction.
The work required evaluating existing roof conditions at an occupied correctional facility and developing a replacement solution based on documented system performance and remaining service life.
Confirming Existing Conditions and Replacement Needs
Technical Assurance assessed four roof sections, evaluating the roof systems, deck, insulation, roofing materials, flashing, and related components. Seven roof cores were also collected to verify system composition and further evaluate the condition and remaining service life of existing materials.
The investigation determined that the existing multi-ply built-up roof systems were in poor condition and had reached the end of their service life. Active leaks were also being reported. Based on these findings, Technical Assurance recommended replacement of the roof systems, with an estimated project value of approximately $1.1 million.
Translating Assessment Findings Into Roof Replacement Design
Following the assessment, Technical Assurance provided roof design services in coordination with LDA Architects. The team developed technical specifications, building code requirements, construction details, drawings, and plans to carry the recommended replacement work into construction documents.
This continuity allowed the conditions identified during the assessment to directly inform the design and scope of the replacement project.
Providing Quality Oversight Through Construction and Closeout
During construction, Technical Assurance provided construction administration and on-site quality observation through a Registered Roof Observer. Services included participation in project meetings, monitoring construction progress, documenting observations through QO reports, reviewing construction procedures, and assisting with project closeout.
Technical Assurance’s involvement from initial assessment through completed construction provided the project team with continuity across the full roof replacement process and helped verify that the recommended corrective work was carried through implementation.
