Preserving Historic Character While Improving Building Performance
Technical Assurance served as prime consultant for a major window replacement and masonry restoration program for the Cleveland Heights-University Heights City School District. The multi-phase program ultimately replaced 990 windows across four school facilities while addressing complex masonry conditions surrounding the existing window systems.
The work began with detailed inspections and condition assessments of the building façades and windows. During this process, Technical Assurance identified concealed masonry defects that needed to be addressed before window replacement could proceed, allowing those conditions to be incorporated into the restoration strategy rather than discovered later during construction.
Addressing Concealed Masonry Conditions
In addition to addressing existing conditions, the design team worked to maintain the architectural character of the school buildings. Historical photographs were reviewed to inform the development of replacement window systems that complemented the original appearance while addressing current performance needs.
Technical Assurance developed construction documents and provided project management and quality observation services throughout construction. The first phase replaced 525 windows at two school facilities along with substantial masonry repairs, followed by an additional 465 window replacements at district facilities in 2005.
Controlling Cost and Change Orders
Careful investigation and planning helped the district address concealed conditions early and control changes during construction. At completion, the overall program finished 13.5% under budget, with additional change orders totaling only 1.3% of the original contracts.
