Supporting Building Enclosure Performance Across a Six-School Capital Program
Technical Assurance provided building enclosure commissioning services for Upper Arlington School District’s multi-facility capital program beginning in 2019. The program encompassed six schools, including a new high school, three new elementary schools, and renovation and addition projects at two existing elementary schools.
Technical Assurance’s involvement extended across the pre-design, design, pre-construction, construction, and occupancy phases, providing continuity as individual school projects progressed through different stages of development and construction.
Establishing Enclosure Performance from Design Through Construction
During the early phases of the program, Technical Assurance reviewed and refined the Owner’s Project Requirements and assisted with development of the Basis of Design for the building enclosure. The team established measurable performance criteria, testing standards, and methodologies and developed a commissioning plan addressing enclosure durability, performance, energy efficiency, maintenance, materials, occupancy, climate, acoustics, aesthetics, and other project requirements.
Independent third-party reviews of enclosure drawings and specifications were performed during design development and construction documentation. During pre-construction, Technical Assurance reviewed shop drawings and submittals for technical content and continuity between building enclosure systems.
Verifying Installation and Performance in the Field
During construction, Technical Assurance provided quality observation, functional testing, and other quality assurance services to evaluate installed enclosure systems against established project requirements. For Upper Arlington High School specifically, Technical Assurance completed 13 quality observation visits throughout construction.
Performance testing across the program included infrared roof scanning to detect moisture infiltration, storefront water infiltration testing, coatings adhesion testing, and water hose testing. The overall six-school program was completed in 2022.
