Cleveland, Ohio’s Façade Ordinance: What Building Owners Need to Know

In Cleveland, owners of buildings exceeding five stories are required by Codified Ordinance 3143.02 to conduct qualified exterior wall and façade inspections every five years. This regulation applies to all buildings that are 30 years or older, as well as those where the “protected distance”—the area where people or property could be affected—is equal to or less than the building’s height. Reports for buildings aged 30 to 49 years were due within two years of the ordinance’s implementation in 2016, while reports for buildings 50 years or older were required within the first year. Ongoing inspections are mandated every five years.

Which buildings must be assessed?

  • Buildings 30 years and older
  • Buildings taller than 5 stories or 75 feet
  • Buildings with a protected distance equal to or less than the height of the structure

Who can perform the assessments?

Only qualified professionals are authorized to conduct these inspections. According to the Cleveland Façade Ordinance, assessors must be either:

  1. A design professional certified in evaluating façade elements and licensed in Ohio
  2. A specialized assessor or firm experienced in façade elements and licensed as per Ohio Building Code requirements
